About This Research
Methodology
We used and analyzed certified county data from 2023 to 2025 for fourteen high-density Texas counties to compare YoY market value and tax-saving differences between homeowners who protested their property taxes and received reductions and those who didn't.
Included data:
- The average county tax rate
- Number of residents who protested and didn't protest
- Success rate (the percentage of protestors who won their cases and received a reduction)
- Total market value from successful protestors and non-protestors
- Average reduction percentage for successful protestors
Calculation:
Using the above data, we calculated these four key data points:
- The total market value reduction from the protestors
- The estimated total market value reduction from non-protestors if they'd protested
- Tax bill (realized) savings from protestors
- Estimated potential tax bill (unrealized) savings from non-protestors if they'd protested
To calculate protestors' market-value reduction and realized savings, we considered the percentage of cases won and the market value to beat, accounting for homestead caps.
Limitations and Assumptions:
The reduced market value of unrealized savings for non-protestors is based on the assumption that non-protestors would receive similar reductions to those that successfully protested. However, this total reduction might differ since more homeowners protesting could change each county's average reduction percentage and win rate.
However, this approach is consistent across counties and independent of market conditions.
Data Availability: 2023 data is unavailable for Bastrop County (Austin Area) and Guadalupe County (San Antonio Area). Three-year totals, cumulative savings figures, and statewide participation statistics for these two counties reflect 2024-2025 data only. All other counties include the full 2023-2025 dataset. Where noted, this is accounted for in the relevant figures throughout this report.
