How Property Taxes Work in Texas

Each county has an appraisal district that values every property at 100% of market value as of January 1.

Your bill is that value, minus exemptions, multiplied by the combined rate of every taxing unit that covers your property: County, city, school district (ISD), and often a municipal utility district (MUD) or other special district. Texas rates are expressed per $100 of taxable value.

School district taxes usually make up the largest part of a Texas bill. For homesteads, the appraised value used for taxes can't rise more than 10% per year, even if market value rises faster.

How to Protest Your Property Taxes in Texas

In Texas, an appeal is called a protest. You can protest your appraised value if it's higher than your home's market value or higher than similar homes nearby (unequal appraisal).

  1. 1

Review your notice of appraised value

Appraisal districts mail notices in spring. Check the value, square footage, and property details.

  2. 2

    File your protest

The deadline is May 15 or 30 days after your notice was mailed, whichever is later. File online or by mail with your county appraisal district.

  3. 3

    Informal review

Most protests are settled in an informal meeting with an appraiser before a formal hearing.

  4. 4

    Appraisal Review Board (ARB) hearing

If you don't settle, an independent panel of residents hears evidence from you and the appraisal district.

  5. 5

    Further appeal

If you disagree with the ARB, you can pursue binding arbitration, the State Office of Administrative Hearings for qualifying properties, or district court.

Texas Property Tax Exemptions

The residence homestead exemption is the most valuable. It removes $140,000 of value from school district taxes, and homeowners 65 or older or with a disability receive an additional $60,000.

Homeowners 65 and older also get a school tax ceiling that freezes their school taxes at the level of the year they qualified. Disabled veterans may qualify for partial or full exemptions. Apply with your county appraisal district.

Frequently Asked Property Tax Questions in Texas

What is the average property tax rate in Texas?
The median effective property tax rate in Texas is 1.48% of a home's market value. On the median Texas home value of $258,851, that's about $3,831 per year. Rates range from 0.48% in Webb County to 3.17% in Foard County.
Why are property taxes so high in Texas?
Texas has no state income tax, so counties, cities, and especially school districts fund most services through property taxes. Many newer neighborhoods also pay MUD taxes that fund water, sewer, and drainage infrastructure.
Which Texas county has the highest property taxes?
Denton County has the highest median property tax bill at $7,745. Foard County has the highest median effective rate at 3.17%.
When is the property tax protest deadline in Texas?

You can protest every year, and there's no filing fee. Because Texas homes are appraised at full market value and bills often exceed the national median, even a small reduction in appraised value can meaningfully lower your bill.
